Will AirTags privacy feature not alert potential thief?

If you have an AirTag on say your luggage and a thief takes your bag, if they have an iPhone, will they not be alerted that there is an AirTag in the luggage, it will even play a sound so that the thief knows where it is? Does this privacy feature still work if you enable Lost Mode?

There is no "Lost Mode" for AirTags the way there is for iOS devices, only FindMy and the ability to Mark an AirTag or other item as lost

Yes, an Airtag may alert a thief as to its presence.

What to do if you find an AirTag or get an alert that an AirTag is with you - Apple Support

Airtags are designed as a way for owners to locate misplaced items, but nowhere do I see does Apple claim they have an anti-theft purpose.
