You can’t move your music library to iCloud. Music (iTunes) library is a one way sync from iTunes on your computer to your iPhone. If all of your music was purchased from the iTunes store then there’s no need to move it to iCloud; you can always sync it again from the iTunes store.
If some of your music was from sources other than iTunes Store (such as imported MP3s, ripped CDs, etc) you can subscribe to iTunes Match. This will “find” all of your music that is in the master iTunes collection, and upload any music to Apple’s servers that they don’t have→https://support.apple.com/kb/index?page=search&q=itunes%20match&requestid=&product=¤tPage=1&locale=en_US&includeArchived=false&doctype=&supportAnswerIndex=2
