iPad mini mdm management issue

My school

had hundreds of iPad minis and us no longer maintaining the mdm management system(administrator left). The devices are not able to update and have no AppStore access. Is there a way the management can be removed? It was/is meraki.

You'll need to contact Meraki for specific steps. Generally, it is a multistep process. You'll need to release the device from Apple School Manager, and then wipe the device. The exact steps for removing the management should be similar for all MDM vendors, but in case of any nuances, reach out to your vendor.
