Can't add song to "Play Next" or "Play Last"

Lately I feel an update rolled out that won't let me add songs to "Play Next" or "Play Last" unless they're officially added to my library. I can't just browse Apple Music anymore and add random songs that aren't in my library. Is there a way to fix this or is this how it is now? I see it's not that way on iOS.
