can ipod Nano 6th gen sync to Apple Music Big Sur?

You should be able to sync your purchased content to an iPod nano with macOS Big Sur, however you will not do it through the Music app, but through Finder instead. Note, however, that content added to your library via an Apple Music subscription cannot be synced.
