iPad stuck on a loop

My brand new iPad Air 4th generation keeps turning on and off again. It goes from the apple logo you get when you turn on the iPad and then goes black only to immediately go back to the apple logo again and again. The reason why I had to turn it off in the first place was because it wouldn’t charge. I don’t know what to do
