Ipad boot loop

I have a older iPad and for some reason it won't turn on. When plugged in it

shows the apple logo and the disappears then logo is on the screen again.

Done some research and found that this type of problem is common . Question

If the battery is totally fried would it cause this problem ?.

If you cannot find a self-help solution then depending upon the age of the iPad, Apple may or may not consider it for service.
