iPhone 11 iMessage Notifications not working

Hi there my iPhone 11 iMessage notifications aren't working, I can only see the messages when I go into the physical Messages app and they occasionally appear on my apple watch. Have tried some online troubleshooting like turning off iMessage/notifications etc and nothing has worked so far.

iMessages appear on iPhone but not ipad Before the latest update, when someone sent me a imessage on my iPhone it would appear on my iPad in the imessage area as well. Now this doesn't happen. Is there a way to make this appen again? This problem started sometime after Oct 18, 2019. Both devices are using latest iOS 13.1.3. iMessages do pop up on my Apple Watch 3 but don”t show up on iPad.
