I cant sign in or make purchases

When i try to sign in or make a purchase it says my account was locked and when I reset my password it still doesn’t work.

iPhone SE, iOS 14

From your screen-shot, it looks like you may need to contact Customer Support.

There is a "Get Support" link at top right on this discussion page.

Apple Support have some helpful articles online :

If your Apple ID is locked or disabled

(eg … after entering too many wrong log-in attempts)
