My iphone is lost or stolen and showing up as off line on the Find my App. Is there any other way to locate my missing phone.

Maybe. If Bluetooth was enabled on the phone, there’s a slight chance that a passerby with an iPhone can pick up the Bluetooth signal, which Apple’s servers can relay to your iCloud Find link. It’s a long shot, and if the phone is powered off it won’t work.
Find my should show you the last location and if they turn the iPhone back on then the current location. That's all the options available.
