Apple Watch calls and messages

Hi. I want to buy an Apple Watch for my wife, she already has an IPhone 10 and I wonder if I need to buy the watch that has GPS + Cellular or would the basic model work with her IPhone?

Do I have to pair a watch with cellular to a phone? I am looking into an Apple Watch for my daughter. She does not have a phone. However she has an iPad with WiFi only. If I buy the watch with cellular can it be paired to the iPad? And will it make calls and text with the cellular.

Can the Apple Watch be used without an iPhone? I would like to buy my daughter a watch to phone from and receive messages but mainly for tracking. I know I need to buy a cellular connection with this. I do not want to buy her a phone too. Would this work? We have other Apple devices in the house that we could use to set it up with but I wouldn't want message/calls for me to go through to her watch. Can anyone advise? [Re-Titled by Moderator]
