how to cancel pending transactions

I want to see how I can cancel pending transactions on my account, because I bought comics on the Marvel Comics app beyond the amount of money I actually had available to me. It somehow allowed me to get the comics but it didn’t stop me from purchasing beyond the money I actually had and now I won’t be able to make any purchases unless I can fix this problem. What’s worse is that I’ve since deleted the app but the issue hasn’t gone away.
