What is the iCloud status? I Identify cloud status icons in your music library on your Mac or PC – Apple Support. If this waiting, try selecting tracks and the add to library. If this does not work, try deleting the tracks then re-adding them.

As mentioned under that section, "The song is waiting to be uploaded, can't be matched, is no longer available in the Apple Music catalogue or hasn't been released yet. Find out what to do if songs are taking a long time to upload."
