I have 2 Apple IDs - how can I link them to share data from ICloud?

AppleIDs are unique, individual login IDs for Apple services. You cannot link any AppleID account or the service account associated with it (iCloud, iMessage, FaceTime, etc) to any other.
But you use family sharing to share iCloud storage and you can share files and folders in iCloud Drive with others.

You can't link iCloud data to two Apple IDs. All iCloud data is tied to the Apple ID used to sync the data to iCloud.
