When I enter an app on my iPhone XR the home bar used to go away after a couple seconds but not it is always there. How do I fix this?

Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:

I know you were responding to Alex. You told Alex that Force Restart didn't make the swipe to home page bar go away. I was letting you know why a Forced Restart couldn't possibly do that.
And your memory that the bar goes away is simply not correct. The bar does NOT, nor is it supposed to go away.
Are you referring to the swipe bar at the bottom of the screen which you swipe to take you back to the home screen? If you are, your memory is not correct as the swipe bar is and has always been present on any phone with Face ID.

I am aware that this is just about iphones that don’t have home buttons but when I enter an app after a few seconds the bar will disappear but that no longer happens for some reason

Did you read my post? If what I asked is what you're referring to there's no wonder a Forced Restart didn't work. A Forced Restart can't change something which is doing what it's supposed to do. The bar to swipe up to get to your home page is ever present and never went away as you thought it did. It's NOT supposed to disappear.
