Apps and Games cannot be run from external storage. All executable Apps must be installed on the host iPad.

What might you be trying to accomplish?

Your iPad runs iPadOS. Any games or software running on your iPad do so under iPadOS. These games and software require iPadOS to function. A flash drive suggests porting this software to some non-iPad environment, which naturally means the software cannot possibly function.
