What can’t I dial 311 from my iPhone?

The message I get after I dial 311 is this service is not provided in your area. I don’t think it’s my service provider because I was able to call from husband phone, and he has a LG phone

I just contacted my cell phone provider and all that needed to be done was rest my cell phone. Here are the steps:

Settings/Reset/Reset Network Settings

Thank goodness they knew how to fix this because I feel this is something Apple should have instructed me to do.
