What can’t I dial 311 from my iPhone?

The message I get after I dial 311 is this service is not provided in your area. I don’t think it’s my service provider because I was able to call from husband phone, and he has a LG phone

I just contacted my cell phone provider and all that needed to be done was rest my cell phone. Here are the steps:

Settings/Reset/Reset Network Settings

Thank goodness they knew how to fix this because I feel this is something Apple should have instructed me to do.

Typically, this number is used to be able to report issues like abandoned vehicles, noise complaints, graffiti and other non-emergency government services. It's call handling is handled by your wireless carrier.

Thank you for the reply, but as I mentioned, I don’t think it’s my service provider or an outage because I was able to successfully call from husband’s cell phone, and he has a LG cell phone but I will reach out to cell provider.
