iPhone reset

If I reset my phone to factory settings, do not restore it, and use a different Apple ID, will it delete pictures from the cloud?

If you do as you say then your photos will still be in iCloud. It's only if you delete the photos specifically in the Photos app that iCloud will think you want them gone everywhere.
