No. If you restore it from iTunes, or from Settings->General->Reset->Erase all Content and Settings on the iPhone, anything in iCloud will be untouched.

If you backup the iPad before you reset the iPad back to factory, your photos will still be in the backup in the cloud, ready to be downloaded to your next iPad. Just remember that iCloud is not not a storage service. It is a backup service.
