How do I reset my iPad and keep my photos
I want to reset my old iPad but want to keep the pictures not up loaded to the cloud.

What, precisely, are you attempting to achieve?
Photos that you synchronise with iCloud Photos will be safely storied in iCloud. As such, along with any other files that are stored in iCloud, reset of your iPad will not result in loss of data.

By contrast, any locally data that is only locally stored on your iPad will be erased of the iPad is reset. If you have created an iCloud or iTunes backup of your iPad, the pre-existing backup can be restored to the iPad after the iPad has been reset.
