How do I turn off 'Allow downloads on WiFi only'

I had the very same question that was asked last year:

"I’m trying to download daily paper as printed from app using mobile data and I get

a message go to Settings>Downloads and turn off “Allow downloads on Wi-Fi

only” . i can not find or do".

The reply from Apple support was useless, so I am adding what I found to work.

That error message (below)is referring to the path to take, inside the actual newspaper app (for me it was the CM app). Reading this wording I made the assumption it was referring to my phone's settings.

So go to settings of the app, not the settings for the phone. There you will find this path, and 2 clicks problem solved. It took me 2 hrs and half dozen phone calls to apple support to realise I was in the wrong place; wasted everybody's time.
