Yes it is a new feature of privacy from apple

You will see the light when:

1 using your phones camera

2 facetime

3 etc

So the green and orange light is to show what permission an app is using

e.g.

green means an app is using your camera

orange light means an app is using your microphone

in simple words it is an indicator of your privacy
