I too have this problem, the music download just like usual the problem occurs when i'm offline and I'm trying to play my downloaded music. It plays for 15 seconds and then completely stops. I'm running the latest version of iPadOS. It happens only when I'm offline.

Turn on Wifi, play briefly, pause, then go on the road. Not a fix but a workaround.

It’ll get fixed, don’t worry. Another option is to enable Apple Music under Cellular, but you need to be careful to only play already-downloaded music. Spotify? What’s that?
