My iphone died and is unusable. I am now using an old phone that we put the sim card into. How do I get my contacts to transfer over? I don't have an apple computer

Sign back into whatever mail or cloud program you used to sync contacts with.

My old phone is locked up and I can't get to my contacts to put them on my new phone
