iPad software update.

Why won't my iPad download the latest version of the software. Currently it is on 10.3.3 and shows that the software is up-to-date.

This indicates that yours is an older iPad, probably an iPad 4 which cannot be updated beyond iOS 10.x.x.x. It lacks the components necessary to run newer software. Technology marches on!
