My brother locked himself out of his watch he forget his id and password and I’ve tried everything to reset the watch

Tell him to check his web browser's autofill entries, or use Apple's iForgot service, or contact their Account Security team, or if the watch is activation-locked, its original owner to click here and submit an unlock request.
