I do not have the Apple TV 4K. I have the new HD model. I do not see the Default Audio Output option on settings screen on AppleTV. HomePod is in same room in Home app.

Thanks Vancouver22. I also called Apple and they said it is hardware-based. Seems a little short-sighted since the HD can AirPlay to HomePods. It's just not able to set as a default.

You’re welcome and FWIW I don’t like the setting. It messes up my automations and also makes it impossible to AirPlay your music to just the HomePods without turning on the Apple TV every time! It needs improvement.
Also noticing that Mute does not mute the HomePod. It does mute TV when TV speakers are the audio output.
Yikes! Hopefully a software fix only. That would be a pain.
