"Play Sound on Startup" option not appearing in Sound panel

I suddenly am getting the chime that sounds on startup, but want to turn it off. The "Play Sound on Startup" option is not appearing in my Sound panel. I have OS 10.14.6 (Mojave) installed, and this seems to have begun with an update. MacBook Pro. Any ideas?

The setting didn't appear until Big Sur…

"With macOS Big Sur 11 or later, you can control whether your Mac plays this sound at startup. Choose Apple menu  > System Preferences, then click Sound. In the Sound Effects pane, use the “Play sound on startup” setting to turn the startup sound on or off."
