What does it mean that it happens even when the machine is cool and newly started. I use it for very simple things as it is not my work computer. Typing this message and doing nothing else is causing the machine's fan to go on and the machine is hotter even though I have it elevated.

Open the Activity Monitor >> View >> View ALL Processes and look for a runaway process in CPU Tab using unusually large amount of the CPU and do same in Memory Tab. This will help identify the specific process causing the Fans to run all the time as it try's to keep the computer from overheating.

Common things that can cause this - extended usage to Live Stream Videos, Running Intensive Games and or Video Chats. Other things that come into pay are AntiVirus, Disk Cleaner, Optimizers, Defrag, VPNs etc installed which should be removed as per Developers Instructions. They are useless, unneeded, cause havoc and interfere with the normal operation of the OS and may even Corrupt the OS requiring a Reinstallation.

There are no known Viruses in the wild that self replicate and affect macOS. There are Malware and Adware that does affect macOS and are often times downloaded as part of an Application from Third Party UnTrusted Site and get installed along with the Application.

I used the activity monitor to find the CPU tab and see what was running. It turns out that I had my Slack app open all the time and it was causing the problem. As soon as I quit the app, the fan stopped running and hasn’t come back on. Thanks again!
