In what context are you seeing "in the background"?
If you are getting this message only for some of the people in your People album, the message may be a default message, that does not really apply. The people albums for some people may not be able to be updated, if you do not have several photos of this person in your libraryPhotos needs more than one photo of a person, where it could detect the face clearly, to be able to learn what the person looks like. The albums with only one photo with a face may be hanging unfinished foe a very long time, until you add more photos of the person.
That means to hide the Photos app
and leave the iMac running with the Finder, i.e. Desktop, showing and Photos running in the background.
In the context of getting photoanalysisd to work to recognize faces and such.
I don't know the answer. I have fiddled with a bunch of things to no avail.
I open some of my faces in people it said that this person would update when photos was in the background.
