how do you send an album as a gift to someone?

You cannot gift Apple Music tracks. Those are only available with a subscription you have. You need to go into the iTunes Store to gift an item since you need to actually purchase it outside of the Music subscription.

Click on the down arrow next to price of the album, and then select "Gift This album"
