You need to check the power-rating of your iPhone Power Adapter. A Power Adapter rated at least 10-12W (2.0-2.4A @5V) is required to reliably charge an iPad.
Many iPhones shipped with a 5W (1.0A @5V) Power Adapter. This is inadequate to charge an iPad.
