Be aware that a 1A Power Adapter can only supply 5W of power - which for most models of iPad is inadequate.
If the iPad battery is fully depleted, as described, connecting the 5W adapter will cause the iPad to attempt to power-up. As the iPad battery is depleted - and the Power Adapter cannot provide sufficient power - the iPad will immediately shut down. This cycle will repeat.
Your USB Power Adapter must be rated at least 2.0-2.4A @5V (i.e., 10-12W) to reliably charge the iPad - and should be adequate to allow the iPad to successfully charge during the automatic boot process.
