Silence Unknown Callers is still working though it is no longer selected

How do I fix this?

Silence Unknown Callers stopped working since May 15 2020 This feature was working great for me for a long time but now it's letting all calls through as if the feature is disabled. I unchecked and checked the box again to be sure but no luck. The device is iPhone11 iOS 13.3.1. Any ideas?

Sorry, I don't have any other ideas. I have turned mine off a couple of times in the last year (it's normally on in my iPhone) and didn't have any issue with it still working while turned off.
