Someone has opened a Apple account in my name using my bank information.

See the information in If you think your Apple ID has been compromised - Apple Support including the following:

Learn what to do if you see an unfamiliar iTunes Store or App Store charge on your credit or debit card statement.

and

If you completed the steps above and think your account might still be compromised, contact Apple Support.
