We understand you need to transfer data from a previous device to a new one. We're happy to help.
If the Quick Start option is not able to finish setting up, you can just restore a backup from your previous device instead.
On your previous device just go to Settings > your name at the top > iCloud > iCloud Backup, and make sure you have a current backup available. Then you'll need to reset the new device to get back to the initial setup menu. Just go to Settings > General > Reset, and select Erase All Content & Settings.
Once you're back to the setup menu just go through it until you get to the Apps & Data page and select Restore from iCloud backup. then just sign in to your Apple ID account and choose that backup from your previous device.

You'll want to make sure you stay in range of your Wi-Fi network until everything has downloaded to your device. If you leave the Wi-Fi connection before everything has finished downloading, it will stop wherever it is at and you'll need to start the restore process over to get the rest of your data. Once you've started the restore process on the new device, you can monitor the progress in Settings > your name at the top > iCloud > iCloud Backup.
