I have iPhone 12 - just updated to iOS 14.6. I can no longer see Effects when editing a live photo. Nothing appears when I swipe up, I just have the video frames in view, so I can change key frames and edit start end as usual, but no Effects as normal.

OK - forget that. I was try to get to the Effect thing while in edit, but I just watched the video again very carefully and the Effects are accessed while not in Edit!! Thanks anyway!

Yes, that is confusing, that the Live Effects have to be accessed while not in Edit mode. I thought, when you wrote "Nothing appears when I swipe up", that you were not in Edit mode.
Has the Live Photo adjustments applied? Then try to revert it to the original, to be able to apply again a Live Effect.
If you are using iCloud Photos and "Optimise Storage" is enabled, make sure you are having an internet connection and enough free storage, so iCloud can download the video component of the Life Photo. The video component may get "optimised" away, if the iPhone needs to free storage.
Sorry, then I can't help. My devices are all syncing with iCloud Photos, so I cannot try to reproduce your issue. Does your Live Photo appear in the album "Media Kind > Live Photos"? Or does it appear under "Video"? If you are only having the video tools, the Live Photo may have become split into a video and a still frame.
No other adjustments had been applied. Not using iCloud, straight from phone where I took it. It was working fine a few days ago - now its not working on either any new photos I take as Live, nor on any older ones in my Live album. I know it was working a few days ago as I've been doing an online course on iPhone photography, and so had played with it. This is only since I allowed the iOS 14.6 update. Its the same on my iPad, which also has the 14.6 update. I have absolutely loads of space s its not a space issue.

Definitely in my Live Photos Album. I can't get the Effects options in any of the photos in there now, old or new.
Are you on iOS 14.6?
Actually - yes - my photos are all iCloud synced. I'm am trying to Edit on the iPhone that I took the photos originally, but its the same on my iPad.
