I have an iPad 7th Generation, WiFi only. Do the settings look set up correctly?

Yes, this is incorrect. My phone number should be there. It took some troubleshooting.

Turned FaceTime off

hard reset device

Turned FaceTime back on and ……we have a winner.

The issue was not FaceTime itself.

Thanks.

I,’d ask for points for solving my own questions but no trophies for just showing up and it’s not solved yet. Settings are now connected for this app.
