Trouble purchasing AppleCare+

I just bought a brand new phone, still within my 60 days & every time I try to buy AppleCare, it gets all the way to ‘complete purchase’ & when I press it, it spins & comes back to the complete purchase button. How do I purchase with this issue?

iPhone 12 Pro Max, iOS 14
