why doest apps want to delete

I want to delete telegram but it only gives 2 options delete on home screen and cancel I have already put my screen time of

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
