I unblocked each blocked contact manually. But all contacts are still listed as blocked. How to unblock them. They seem to just block by themselves without me doing anything. Dangerous. Don’t know if my child is trying to reach me with an emergency.

Contact Apple support:
Indeed, this deems dangerous, when it comes to receiving phone calls. So, I recommend that you contact Apple Support. Provide them with the Serial Number, and explain to them exactly what exactly has occurred. Screenshare with Apple: Show the app exactly what is occurring here, by performing a screensharing session with them. This will allow the Apple Rep to see this firsthand, from your persecutive.

Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)
