How do I install the Spark guitar amp app on my Mac mini M1. I know the app is for phones and iPads only, but I thought the M1 could do that as well?

Apparently you can do this, but I've seen no official Apple Support document about it except as regarding Information for developers who wish to develop compatible apps.
If you google "install iOS app M1 Apple" you'll find a lot of links to articles and YouTube vids that detail the process.
