Cant open finder folders in new window

I’ve had the same problem since installing Catalonia for the first time a few weeks ago. 10.15.7 (MacBook Pro (Retina, 15-inch, Early 2013)

No matter if the “open folders in tabs instead of new windows” is checked or not folders always open in Tabs. 

When booting in safe mode I get the same problem.

If I set up a new account, folders open in new windows. BUT if check the “open folders in tabs instead of new windows”. The folders still open in new windows. It is the reverse problem of my main account. Stuck in finder tab mode. 

It seems the “open folders in tabs instead of new windows” is not working. :-(

Please Help.
