With Apple Music, manual syncing of music is only an option when Sync LIbrary is disabled. However, to add Apple Music tracks to your library from Mac, iCloud Music Library does need to be enabled.
Just to get a better understanding of your setup, can you check if Sync Library is enabled on either your Mac or iPhone? Reviewing resources regarding Apple
Music, Sync Library is intended to be enabled on all devices you are accessing your Apple Music on. This would sync your library automatically, but would not fully download your tracks. You would still have control over which tracks to download to your iPhone locally for storage management. Please review the note in the user guide below which implies automatic syncing using iCloud is expected for intended performance of Apple Music services.

It seems that some Apple Music tracks that are downloaded to your Mac can be synced manually with iTunes, but this is partially a benefit of the Apple Music and iTunes Match services. We do notice an error when trying to manually sync tracks that are already downloaded in lossless on the Mac. The best workaround for this at the time would be to download these albums directly on the Music app on the iPhone and they will download based on your iPhone's audio settings.
