iPhone X stuck in boot loop and can't restore

At 4. when the device exits recovery mode, does this also include when the device is stuck in boot loop and disconnects? My iPhone X is stuck in boot loop and whenever it disconnects and I reconnect, it restarts the process including downloading the update that's required to restore it. The support article is unclear whether it should be out of recovery mode and connected only or whether its valid for out of recovery mode and disconnected
