Is anyone else having an issue with the MDM that it will not install Garage Band, iMovie, or Clips?

Is anyone else having an issue with Mosyle MDM system that Apple Apps (Garage Band, iMovie, or Clips) is not installing on the iPad. All other apps are installed on the iPad. We have updated the iOS and then wiped the iPad and it is doing a clean install of the apps. The iPads are hard wired to the network and is not using wifi to install Apps. All it says that it is pending install
