Nope. Definitely not. Here is why that wasn’t from Apple. That message contains poor English phrasing “and do something with your card”, “locked permanent soon”, dangling comma after “Thank you”, etc), contains no personalized salutation, and contains a threat.


Apple doesn’t send these sorts of threats either, they lock you out of their servers until you can re-authenticate.


Were you unwise enough to visit it, you’ll find the “visit this link” link will go to a website other than Apple, too.


Delete it.


There are also phishing telephone calls—calling telephone numbers can be spoofed/faked/forged—and phishing text messages, and any number of other scams.
