This might happen if your Apple ID account is for a country or region where Apple doesn’t offer video media services. Availability of Apple Media Services - Apple Support
This might happen if the region settings for your Apple ID account are mistakenly botched. Sign out of your account, then immediately sign in again, to fix that.
This might happen if your network settings require a reset⁷.
