Finder tabs not working in Big Sur

Hi all,

I am experiencing a strange issue with Big Sur. When I click on a folder within the Finder app the folder opens in the existing finder window and not a new tab despite me clicking the option to open folders in new tabs instead of a new window in finder preferences (see screenshot). I have tried setting up a new user but the issue remains. Is there a fix?
