I find I have problems with iCloud syncing; once all of my
bookmarks on PC disappeared and sometimes they disappear from my iPad and then
reappear the next day, it’s a little peculiar. Plus I have to bother
downloading addons in the browser, then enabling…. I don’t like it. I would
prefer a ‘copy and paste’ file in this situation.

Use Spotlight Search:
[Hold Down: command + spacebar] and type the name of the file: Safari Bookmarks.html. Having been created, see if it them pops up.

I did contact Apple support, they were unable to provide any support about this issue (Miguel from Apple
support)

Anyway to transfer bookmarks from PC, Mozilla or Chrome to iPad Air 2020 via email or iTunes rather than sync in iCloud?
